Strategy and priorities

2.1 objectives of the programme

The Heraklion Western coast presents glaring elements of deterioration. As we showed in the first chapter , all the studied area presents a high rate of long-term unemployment, a high poverty and exclusion rate, a particularly deteriorated environment, of important gaps as regards qualifications and of the individual needs for conversion resulting from economic and social local problems. Moreover, the area studied presents, by places, precarious population trends and a malfunctioning as regards social cohesion owing to the concentration of a number important of immigrants and of the risk that phenomena of social exclusion develop among certain groups of inhabitants .

Vis-a-vis these problems, the primordial objective of the proposed programme consists of the economic and social regeneration of the deteriorated urban areas of the Heraklion Western coast.

To achieve this goal, it is absolutely necessary to assemble simultaneously three important parameters:

(a) the innovatory character , both at the level of the approach and in relation to the contents of the interventions;

(b) durability , since the economic and social revalorisation of the area have imperatively to go together with protection and the revalorisation of its environment;

(c) the need to develop knowledge and the experience sharing in relation to the practices of regeneration of areas in crisis, so as to enrich the programme planned by the experiment resulting from other similar interventions, but also for it to do appears of example for new spaces.

The need to intervene to achieve the above-mentioned goal has to be considered particularly imperative insofar as a series of work envisaged should worsen the deterioration of the studied area. It is the case of the construction of the coastal main road of rapid traffic which will complete to cut the urban areas of the sea and of the limited relaxation and greenness spaces that the coast could bring them.

 

2.2 strategies and priorities

In order to achieve the general goal of the intervention, it is appropriate to follow a programme of integrated planning resting on objectives and private individual priorities.

In the case of the studied area, an increasing marginalisation appears within a particularly dynamic socio-economic environment. The fact that the area is contiguous to the sea, in the case of Agia Triada, of Agios mined and of Kaminia, its development seems clearly to have slowed down since the coast became an area of industrial activity concentration which is sources of harmful effects. Regarding the coast, it is in a deplorable state. In addition to the delay noted at the level of employment, of education and of the social development of the inhabitants, one is surprised to note the total absence of a satisfactory network of common spaces and of greenness within the urban fabric. The coastal main road of rapid traffic that it is envisaged building should worsen even more the situation while completing to isolate the area.

In such a context, the specific aim consisting in reorganising the coast of the area radically takes on a strategic importance. The new organisation of space will have to take as starting point the objective possibilities and the opportunities that the studied area presents and be accompanied by actions aiming to complete the general aim of socio-economic regeneration.

For this purpose, it is essential to work out measures and actions likely to support new activities of companies and to modernise the activities of current companies, while strengthening employment and the qualifications of existing manpower. Moreover, it is necessary to draw up measures likely to strengthen the social cohesion of groups of numerous individuals in prey to insulation and to social exclusion.

In order to achieve the goals referred to above, the following priority fields were selected. They include a series of measures aiming to adopt a strategy of carrying out of the objectives. These fields, which will be analysed below, are as follows:

  1. multipurpose revalorisation of the intervention area and environmental protection.
  2. support for the activities of the companies - Innovations
  3. fight against social exclusion - Equality
  4. Technical assistance

The combination of the strategic objectives will make it possible, on the one hand, to create poles of attraction of visitors, but also of the outlets for the population of the area, and, on the other hand, to stimulate the local market by strongly connecting it to the coast.

 

2.3 strategy of carrying out of the objectives

The objective of the proposal breaks up in the following specific aims:

  1. radical change of the assignments of the soil and of the aspect of the coast by the creation of a cultural activity network in the part located inside the ramparts and by a new plan of organisation of common spaces and of the discharge system of the urban fabric for the part going as far as the Giofyros river.
  2. strengthening of employment
  3. offer of possibilities of development of small enterprises
  4. training activities aiming to support the recruiting of manpower
  5. improvement of the quality of the environment and of the urban equipment of the area
  6. conservation and development of the historical inheritance by the catering of the frame of certain units of buildings (e.g., electricity company).
  7. modernisation of the frame of certain units of buildings
  8. improvement and development of social equipment and of social cohesion
  9. development of the infrastructures
  10. promotion of innovation
  11. promotion of activities in relation to environmental protection.

In order to achieve the above-mentioned goals, it is proposed to promote an integrated intervention programme having an economic, social and environmental dimension and including actions of reorganisation and of revalorisation of the environment, but also of the actions of socio-economic restructuring of the area.

More concretely, the following things are proposed:

As regards Agia Triada''s coast, it is proposed to create a cultural activity network the core of which would be the space occupied by the old market to the vegetables and the principal poles of which of attraction would be the proposed M worn of natural history in Crete, which would be installed in the buildings of the old electricity company, the icon Museum Byzantine in the process of installation, which would be sheltered in the buildings of the old factory with tobacco, the current history Museum, in the east of the area, and the space project devoted to the cultural activities of information, of recruiting and at the place of the old market to the vegetables. The implementation of the programme transforms the area intra muros de-industrialised in cultural activity network and makes it possible in parallel to preserve the historical inheritance of the area.

In addition to the creation of new socio-economic structures in the area in question, the setting up of the natural history and its related activity Museum (environmental training centre) has a special importance. The development of the frame of the current building, where it will be installed, will improve the appearance of the area, while the human flows which will be caused by the created activity network (between the museum in question, the two other museums and the activities which will be installed in the old market to the vegetables) will revitalise the area. Moreover, the operation of the environmental training centre will contribute to increasing the employment of the inhabitants of the studied area.

In the Kaminia area, urban interventions are proposed to reorganise the common space network and to cleanse the urban fabric. The insufficiency of places of free access and of pedestrian creates problems of environmental pollution which have effects on the daily life of the inhabitants of the area. These interventions aim to ensure a functional link between the central places of the area, to increase the pedestrian precinct and to connect in a substantial and sufficient way the urban fabric to the coast. This junction will have to be studied and implemented so as to reduce sufficiently the problem that the adjustment of the new coastal main Priority should cause, but also so as to ensure the places of relaxation necessary for the district.

For the studied area, it is proposed to strengthen employment and social cohesion, and in particular to strengthen and modernise the very small enterprises of the area and to implement training activities aiming to improve the aptitudes of manpower. The existing companies need assistance and of aid because they are confronted with problems owing to their decayed equipping, but also owing to the urban problems and of the general deterioration of the area. At the same time, in view of the high unemployment rate and owing to the fact that many unemployed people are relatively young, with a mediocre training level with satisfactory, it seems that there is the manpower necessary for the creation of small enterprises.

So that the above-mentioned actions really benefit the studied area, of the especially drawn up measures to adapt the subjective capacities of manpower have to be implemented. Being given this need, it is proposed to strengthen employment and social cohesion, and in particular to strengthen and modernise the very small enterprises of the area, to carry out training activities to improve the qualifications of manpower, to arrange new structures of support of the families, of the mothers to work and of persons hit of social exclusion, in particular of the elderly people who constitute a major percentage of the inhabitants of broad portions of the district.

Close attention was given to the promotion of innovative actions as well as of actions aiming to protect the environment. It is appropriate to stress that the radical change of the assignment of the soil in the old industrial area of Agia Triada''s coast and the organisation of space on the basis of cultural activities and on the basis of training, while preserving the historical inheritance of the area, constitute an important innovative action in relation to the approach of the problem.

 

2.4 compatibility with the directives and the regulations of the EU

During the phase preparatory, development and finalisation of the programme URBAN II Heraklion, one ensured that the contents and the methods are compatible with regulation 1260/99.

At the time of the development of the contents of priorities and of the measures, such as these are exposed to the following chapter, an individual care was taken to comply with regulation 1685/2000 of 28 July 2000 relating to the eligibility of the expenditure which will be carried out during the implementation of the projects and of the actions . Thus, it was noted that all the actions will be financed by the European Regional Development Fund. Consequently, the expenditure concerned has to be eligible and to be carried out in accordance with the provisions of the above-mentioned regulation.

Similarly, at the time of the implementation of the programme, one will take care to respect the provisions of the Community legislation (national directive 50/92) and with regard to the procedures of call for tenders and for realisation of the competitions and, thereafter, the procedures of supervision, of control and of receipt of the projects, of work and of the supplies.

 

2.5 consistency with the other policies

 

2.5.1. regional and national policies

 

For the 2000 current -period 2006, the national policies on the questions connected with development and on the cohesion of the regions, to energy and to transport, to social exclusion, to the equality of the sexes, to vocational training, etc, are mainly implemented by means of the 3 supporting Community outline e. However, the Greek government also uses, to implement its policies, financial tools coming from national resources, some of which have a permanent character, while others are implemented to cope with cyclical phenomena or have in any case a limited duration and a scope.

More particularly:

  • an urban study of installation of Agia Triada''s district comes within the framework of the "3rd tude of protection and of development of the old town of Heraklion" (urban study of installation provided for by the law n° 2508/97) carried out under the "convention of Department of the Environment programme, of Regional planning and of the public Works -Ministry of the public-sector -Company Culture of town planning and of housing and Town of Heraklion". The actions envisaged are financed by the programme convention to the tune of 3 billion drachmas between now and 2010 and were approved as "an installation programme" by the Heraklion town council. This intervention in the urban fabric of the old town of Heraklion supplements the interventions envisaged by the URBAN programme, since the area retained for URBAN and the old city are adjacent areas.
  • the same area also includes the site of the old market to the vegetables, which is the property of the City and made the object of the EUROPEAN competition. It is envisaged lodging the activities concerned with the measure 3.1. One plans in particular to install a garage on two floors accessible to the public, which will be built by a private individual on own funds.
  • Moreover, the public-sector town planning and housing Company makes a study on the area Efodou -Karavola (extra muros). The area in question is described as development reach and is intended for welcoming hut inhabitants, whom it is envisaged moving from the Karavola area towards the area of the Efodou street. The study is financed by the programme convention "Ministry of the Environment, of Regional planning and of the public Works -Ministry of the public-sector -Company Culture of town planning and of Town -housing of Heraklion", while its implementation could be financed by the programme convention. In the development reach of the Efodou street, it is envisaged giving way for the establishment of the actions envisaged by the measure 3.2. of the programme URBAN II Heraklion. The Karavola area is embellished within the framework of Olympic work (cf. infra).
  • additionally, under the programme "Greece 2004", promoted by the ministry of Culture and by the special Secretariat of the Olympic Games, an intervention is projected for the regions apart from the Attic. It will contribute to a large extent to regional development, it will diffuse in all the country the positive repercussions resulting from the organisation of the Olympic Games and will stress the national dimension of the Games by incorporating the region into the Olympic activities. It also is advisable to point out that, in addition to the direct transfer of financial resources by means of the programme, the region will also benefit from important secondary repercussions with multiplier effect, for example because of tourist flows generated by certain subprogrammes.

The programme has an extremely important weight and, in many connections, its importance is similar to that of the interventions carried out in Attic for the Olympic Games of 2004. Its financing amounts to 368 billion drachmas, an order of magnitude which exceeds numerous operational, sectoral and regional programmes, both of the 2 e and of 3 e CSF. It is revealing that it corresponds to 10% of the amounts which will be affected by means of the regional stage of 3 e CSF apart from the Attic, for the 2000 period -2006.

At the national level, the programme "Greece 2004" includes nine different and complementary subprogrammes, which are of a whole a decisive importance. This involves the following subprogrammes (in billion drachmas):

The implementation of the projects will start as a general rule during the first six-month period of 2001 (though, for a number of projects, the necessary studies aint already carried out or are under development) and will be completed between now and beginning of 2004.

The town of Heraklion forms part of the four cities apart from the Attic where the eliminatory and the football semi-finals within the framework of the Olympic Games of 2004 will be held (cf. subprogramme n° 1 above).

In addition to the above-mentioned programmes, there is a synergy between the URBAN actions and the regional and national policies which aim to strengthen the competitiveness of the companies, to increase employment and to improve social cohesion. The first unit includes the actions which arise from the law n° 1892/90 concerning development, as supplemented by the law n° 2234/94 and revised by the law n° 2601/98. Under the terms of these provisions, under the terms of the programmes of reinforcement and of subsidy of small enterprises are already implemented at the national level, including in the municipality of Heraklion, under the aegis of the Greek small and medium-sized enterprises Organisation of transformation and of manual work and of the Organism for the use of manpower (OAED). These actions supplement the actions of priority 2, measure 2.1.

  • Similarly, the Vocational training centre of the Town of Heraklion was approved by the EKEPIS (national certification Centre), via the operational continuous teaching programme, as an organism responsible for the training for the continuing training programmes. The training activities included in the measures 3.1. and 3.2. and which result from the awareness of the gaps of the inhabitants of the area in certain knowledge and competences (e.g., new technologies, Greek language, etc.) the existing infrastructures will use.
  • Lastly, the strengthening of social cohesion and the fight against social exclusion constitute a fundamental objective both of the operational legislative framework programme in question and new relating to the precaution (law n° 2719/99 -Official Journal of the Hellenic Republic, series 96, first volume, 17.05.999 -and order in Council n° 95/2000 -Official Journal of the Hellenic Republic, series 76, first volume, 05.01.2000). The fundamental element of the new framework is the promotion of cooperation between the authorities of the central administration, of the local authority and of the NGOs, according to the models followed in the majority of the Member States of the Union. One considers that the adoption of these provisions represents an important step in the direction of the strengthening of the network of social welfare of the country. With regard to priority 3, in particular in relation to the measures 3.1. and 3.2., the promotion of such a type of triangular cooperation is essential to fight against social exclusion.

 

2.5.2. Community policies

In addition to the elements referred to above, all the measures of the programme include interventions which touch the various policies of the European Commission and which concern the fight against social exclusion, equal opportunities between men and women, the environment, energy, transport, information technology and communications, etc Consequently, account was taken of the provisions concerning the policies concerned which are included in the directives and the regulations.


2.5.2.1. coordination with the programmes of the Objective 1

With regard to the programme URBAN II Heraklion, synergies are envisaged with certain projects of the 3 supporting Community outline e (cf. following table).

In a more detailed way, as it has already been pointed out, during the 2000 period -2006, the various policies are mainly implemented by means of the 3 supporting Community outline e . The implementation of the corresponding Community policies is continued through the programme in question.

The programme URBAN II Heraklion aims to strengthen the strategies deployed in the 3 e CSF (programme of the objective 1) by the design, the adoption and the implementation of appropriate actions which can also fall under the policies in question and which refine their implementation in the intervention area.

Thus, with regard to the regional Operational Programme for Crete (POR Crete 2000 -2006), the following fundamental main Priorities are envisaged:

Main Priorities 1..2..4..5 and 6 which concern the quality of life, environmental protection, the promotion of employment and of equal opportunities and the promotion of innovation directly and of competitiveness are in synergy with the programme URBAN II Heraklion.

The measure 1.1. of the programme URBAN II lays the bases for the establishment and for the development of the new natural history Museum in the pole of cultural activities created in the old industrial area. Particular stress must be pointed the exceptional importance of the museum as a scientific and cultural pole in the Mediterranean of the South-east, as well as put in relation to the environment and, generally, ecological sensitivity out. This is why the synergy of the measure with the main Priorities 1 and 2 is obvious.

The quality of life and environmental protection are strengthened by the main Priorities 2..4 and 5 with actions which concern "urban development and rural development" and which aim to improve "cohesion inside the region", "to reduce the intra-regional inequalities" and to strengthen "the individual image" of the region by revalorisation and the protection of its natural, historical and cultural environment. Priority 1 contributes as a whole to this objective.

The interventions relating to the human resources constitute an autonomous priority (main Priority 6). The priorities 2 and 3 of the programme URBAN II correspond to the above-mentioned main Priority. The main goals of the main Priority are covered by various measures, such as, for example, the development of the human resources and of the social support services (measures 3.1. and 3.2.), the promotion of equal opportunities (measure 3.2.) and the strengthening of the local initiatives for the use (measures 2.1. and 3.3.). of the special actions is also set out in the main Priorities 4 and 5 for urban development (measure 1.3.) and for rural development.

Within the framework of the above priorities, particular stress is put on three types of actions which aim to promote innovation (measure 2.1. of the programme URBAN II) and the integrated development of deteriorated urban areas (measure 1.3.).

In a more detailed way, the actions that the main Priorities of the POR contain and which are in synergy with the programme URBAN II Heraklion are presented hereafter.

Main Priority 1: Reinforcement of the region as a research and technology pole in the Mediterranean of the South-east, promotion of innovation and strengthening of the competitiveness of the economy.

 

Ìeasure 1 - ducatives énd research Infrastructures e.

The measure aims to complete the infrastructures (buildings and equipment) of the academic and of Crete search institutes in order for they to function without problem in their permanent facilities. Synergy with the measure 3.3. of the programme URBAN II.

Ìeasure 2 - Familiarisation of the companies with the new technologies, promotion of innovation.

The measure aims to strengthen the regional innovation system by filling the ditch which exists between the academic companies in Crete and the institutes, but also by attracting investments aiming to intensify technology and knowledge. Measures 2.1., 3.1. and 3.3.

Ìeasure 3 - technological Revalorisation and supply of services in the companies of the secondary sector.

The measure aims to strengthen the competitiveness of the companies in Crete by granting them a series of incentives to technological and organisational modernisation, by exploiting the new financial tools but also the potential that cooperation between the companies gives, in particular at the level of the promotion of their products. Measure 2.1.

Ìeasure 4 - Reinforcement of the comp é titivity of tourism

The measure aims to create the conditions which will guarantee the maintenance of the regional income resulting from tourism under conditions of acute competition and of radical technological developments, since Crete occupies currently an important share of the tourist market, mainly made up of European visitors (consequently, the measure aims basically to maintain the level of employment and to continue the strengthening of the highly qualified and specialised job request). Measures 2.1. and 3.3.

Ìeasure 5 - Promotion of the knowledge society

The measure aims to create the conditions favourable to the promotion of applications of telematics, in particular in the sector of the public service, of culture, of health, of telework and of electronic trade.

 

Main Priority 2: environmental Protection and reduction of the intra-regional inequalities

Ìeasure 1 -Management of solid and liquid waste and agents and strengthening of the food infrastructures in water.

The measure aims to complete and supplement the projects which concern the solid and liquid waste management on the island to protect the environment and to improve the quality of the inhabitants'' life in the intervention areas. Under the measure, the replacement and the extension of the water pipelines will also be financed.

Ìeasure 2 -transport Infrastructures.

The measure aims to complete the traffic network of the region to support the productive sectors of the economy, to reduce the time of displacement and of movement of the goods and to increase the safety of the users of the traffic network.

Ìeasure 3 -Infrastructures and facilities in teaching.

The aim is to meet the needs in buildings and in equipment in the two degrees of teaching which were not covered by the two previous periods of the programme.

Ìeasure 4 -Development and development of the cultural and historical heritage.

The aim of the measure is management, the development and the promotion integrated of the cultural character of the island, in order to emphasise it as a cultural centre all the region, to stimulate the interest that groups of tourists of a high cultural level and with high income take in Crete and to develop services and goods of high quality. Synergy with the measure 1.1.

Main Priority 4: Improvement of the economic functions and of the quality of life in the major urban centres.

Ìeasure 1 -space and urban Planning.

The measure aims to complete the installations aiming to fight against the chronic problems of the urban centres of the region. Synergy with the measures 1.2. and 1.3.

Ìeasure 2 -Revalorisation of the urban environment and of the quality of life.

The measure aims to exploit and develop the cultural heritage, to revalorise the aesthetic and movement environment of the urban centres as well as to complete and modernise the health and precaution infrastructures and to develop an integrated health service system. Synergy with the measures 1.2. and 1.3.

Ìeasure 3 -Rehabilitation of areas and of industry and company networks.

The measure aims to create the conditions allowing the organised installation of the small and medium-sized enterprises and the strengthening of the entrepreneurial spirit, the removal of the conflicts connected with the assignment of the soil, environmental protection and the creation of the conditions with a view to effective promotion of the products of Crete. Synergy with the measures 1.2., 1.3. and 2.1.

The measure aims to revalorise the areas deteriorated of the urban centres by the financing of integrated actions of urban development. Synergy with the measures 1.2. and 1.3.

Ìeasure 5 - Interventions int éig e of urban development in local areas of small ESF -scale.

The measure aims to revalorise the areas deteriorated of the urban centres by the financing of integrated actions of support and of development of the human resources. Synergy with the measures 3.1. and 3.2.

 

Main Priority 5: Development of rural mountainous, disadvantaged and different regions.

Measure 1 -Interventions at the level of the agricultural land -infrastructures.

The measure aims to complete the infrastructures of management of aquiferous resources of the region in order to use them in an more effective and rational way and to complete the other infrastructures in order to improve the viability of the farms.

Measure 2 -forestry Measures.

The measure aims to protect and emphasise the natural environment, to restore the natural landscape and to manage the forests in a durable way.

Measure 3 -environmental Protection in combination with agriculture, sylviculture, the conservation of the landscape as well as the improvement of the living conditions of the animals.

Measure 4 -Investments at the level of the farm.

The measure aims to improve and to reorientate production, to reduce the production cost, to maintain and reinforce a viable social fabric in the rural regions, to develop economic activities and to maintain or create jobs, to improve the living and working conditions, to maintain and promote the farming systems with weak input, to preserve and promote durable agriculture with high natural value and, finally, to suppress the inequalities and to promote equal opportunities between men and women, in particular by supporting projects promoted and implemented by women.

On the basis of the experiment arising from the implementation of similar actions within the framework of the 2 e CSF, investments are evaluated at a realistic average cost from 15 to 20 million drachmas. More concretely, during the previous period of programme, the cost by improvement project was established between 13 million drachmas for the department of the Canée (lower value) and 20 million drachmas for the Réthymnon department (higher value), the majority of the projects fluctuating around 14 million drachmas.

Measure 5 -integrated Interventions of development of specific rural regions (integrated projects).

The measure aims to ensure employment and the income, to develop deteriorated rural regions and to protect, restore and revalorise the environment and the resources of the countryside, in order to ensure viability and the development of the quality of the inhabitants'' life.

Measure 6 -Infrastructures of mountainous development centres and possibilities of access from the internal regions to the mountainous centres under the measure 5.5. (integrated projects).

The measure aims to protect the natural and human environment by leading the local population to an urban standard of living, to create conditions of equal opportunities to education and to employment, and to promote and emphasise the cultural heritage in certain rural regions. Parallel to the removal of insulation and of the marginalisation of the mountainous regions and with their geographical and economic unification with the remainder of the region, one will endeavour to contain the tendencies to the population decline and their deteriorations. The measure will be implemented in special regions where integrated intervention projects will be implemented.

Measure 7 -Infrastructures of mountainous development centres and possibilities of access from the internal regions to the mountainous centres.

The objectives of this measure converge with those of the measure 6.

Measure 8 -Infrastructures of fishing.

The measure aims to protect the fishermen and the fishing vessels, to improve the working conditions of the fishermen and to facilitate the movement of the products and of the supplies of fishing.

Measure 9 -intensive Development of the soft forms of tourism.

The measure aims to increase the use of the whole of the working population, to increase the local income, to contain the tendencies to the population decline and its deteriorations and to develop new tourist assignments.

Measure 10 -integrated Interventions of special rural regions -ESF.

The measure aims to increase employment in the above-mentioned rural regions by the implementation of integrated programmes.



Main Priority 6: Promotion of employment -3rd gality of the chances of access to knowledge.

Measure 1 -Development of social services of support for the promotion of equal opportunities.

The measure aims to provide opportunities equal to employment, in particular to women, by the creation of appropriate support mechanisms (creches, creative occupation centres for children, etc). Synergy with the measures 3.1., 3.2. and 3.3.

Measure 2 - Development of human resources.

The measure aims to improve the unemployed persons'' aptitudes and the workers'' qualifications in sectors directly connected with the actions and with the projects of the POR. Synergy with the measures 3.1., 3.2. and 3.3.

Measure 3 - local Initiatives for employment.

The measure aims to increase employment by the implementation of intervention integrated of local scale. Synergy with the measures 2.1., 3.1., 3.2. and 3.3.

To promote complementarity and to guarantee the synergy of the programme URBAN II Heraklion with the POR Crete, and obviously to avoid the double financing of similar projects, the two parts expressed their provision to collaborate in order to carry out the integrated character of the intervention required in the region. More concretely, the Region of Crete formally expressed its provision to cooperate in order to carry out complementarity.
The Town of Heraklion has already identified measures of the various operational 3 e CSF programmes , in particular of the POR, by the slant of which it will endeavour to implement parallel projects in the region of intervention, by thus ensuring synergies and complementarities on broad scale.

 

2.5.2.2. alignment with the Community policies

 

At the time of the creation of the programme, in addition to the individual rules which govern the intervention of the Structural Funds, the authors of the study attached importance particular to the respect of all the provisions concerning the various Community policies (Article 12 of Regulation 1260/99). The principal provisions concern the following policies:

Competition policy

The programme provides for the granting of State aid for private individuals within the framework of the implementation of the measure 2.1. Having regard to the small amount which will be granted in all the cases, the aids in question fall within the competence of the groups of exceptions as regards the notification obligation provided for in Article 87 of the Treaty (regulation 1260/1999, Article 19(3), item b) and will be granted on the basis of the aid scheme of "minor importance".

Environmental policy

At the time of the creation of the programme, an individual concern was attached to environmental protection at various levels. More concretely, this objective is achieved:

- by transforming the deteriorated industrial area of the Western coast of the city into area cultural development (Agia Triada) and relaxation (Kaminia) meeting pointed aesthetic standards, parallel to the integrated intervention on the Kaminia urban fabric. The final result should be completed after the synergy of a series of parallel actions, the principal of which are the projects of the POR Crete and infrastructure work for the Olympic Games of 2004;

- by installing in the area the natural history Museum, which will act as centre of awareness-raising to the environment;

- by granting a special premium to the small news undertaken which deals with environmental protection.

Policy of information and communication technology

This policy is brought into line with a number of actions of priority 3, measures 3.1. and 3.3. The continuation of this policy coincides with that of the e-Europe initiative, and consists "in bringing the benefits of the information society" to all the inhabitants of the intervention area. The contribution of the actions in question should prove determining, not only with regard to the development of the area, but also the intensification of its opening to the outside and the fight against the phenomena of marginalisation, which are still acute among the groups showing individual characteristics.

Policy of the audiovisual sector

This policy concerns the measure 3.3. which envisages training unemployed people of the area as regards environment (ecoguides). The training methods rest mainly on the new technologies, in particular on the use of the audio-visual means.

Policy of equal opportunities between men and women

3rd so much given the status disadvantaged of woman in the intervention area, concrete actions were envisaged in the programme, which aim to make it to women increased possible to reach the labour market. More concretely, the measure 3.1. enables women to familiarise itself with the new technologies and to be benefited from advice of vocational guidance. The same measure also comprises apprenticeship programmes of Greek and fight language against illiteracy, to which women will take part first of all. Moreover, the measure 3.2. plays a double role in the same direction: it creates a) a centre of family council and b) of the infrastructures of childcare to facilitate the mothers'' work.

Cultural policy

Measures 1.1. and 1.3. aim mainly to create a network of cultural activities centred on the space of the old market to the vegetables to Agia Triada. In addition to the natural history Museum, other poles of the network will be the icon Museum Byzantine and the history Museum.
